The situation with that CPU is unlikely to occur. Running two cores at 1.1GHz without HT is possible, and I've seen atom processors that perform even better. The OP might have purchased a decent Core 2 Quad with a 750 Ti at that cost—this would have offered much stronger performance. If you don’t want performance issues, upgrading to a new PC would be necessary. You could afford a full Core 2 Quad and add a 750 Ti for a noticeable improvement.
