I aim to stream my Steam games from my PC up the stairs to my phone and then mirror it to the TV downstairs. We have solid internet—200 Mbps and Ethernet for my PC. I understand there will be some latency, but it shouldn’t affect single-player play. Can I use Mira Cast to project my phone screen onto the TV? Should I connect my PS3 via USB-C to USB adapter, and do I need any special software for this setup? I’m aware Steam might release a streaming app soon, but for now do you have any recommendations? I can also download an app for my TV, though it’s a Panasonic model with limited options and isn’t Android-based.

You need a Steam Link to access it. There are no alternative methods available, and Valve doesn't allow third-party solutions when using their own device. The controller might not be compatible. It uses a BT controller that isn't fully supported on Windows 10, even.
