I believe the easiest method is to use the CurseForge launcher – https://www.curseforge.com/download/app. It’s a mod manager compatible with various games, such as Minecraft. It hasn’t been set up recently, but I think it should recognize Minecraft automatically if installed. Once configured, go to the home menu, choose Minecraft, and type "pixelmon" into the search bar at the top. The desired modpack will show up in the “My Modpacks” section and can be launched from there. Good luck!
