I've been facing ping issues for the past two weeks, and it's really frustrating every time I play. My ping keeps jumping between 6000 and 13000, but I always get banned. The cool part is I have a solid 5 Mbps connection and my network card shows green. I'm not sure what the chances are, but I really want to fix this. I've built my computer since 2014 and haven't had any money for upgrades since then. I'm the only one relying on the internet.

Well, if you have "bars", that would suggest your on wifi. Etherent only is on or off, there is no "connection status" for it. I would check to make sure your not using wifi AND ethernet, as its possible whatever wifi setup you have is poor, and games are picking the wifi connection over the wired one resulting in poor signal quality.

What device are you connected to—Ethernet or Wi-Fi? How many devices are on your network? Are there any new gadgets recently added? Do you have a password for your network? Are you using the router provided by your ISP? Visit dslreports.com and perform a speed test, then repeat it on speedtest.net.
