I updated with the Fall Creators update via the insider program and successfully linked my phone. I entered my contact details, received a text, clicked the link, and was directed to a Play Store page stating that the item isn’t available in my country. Since I’m in the Netherlands, it’s confusing why Microsoft would associate my location with a download restriction when I can’t access the app.

Sure, you can adjust the language settings to US and it should function properly on your PC.

I believe there might be an underlying system related to Cortana. That’s just my assumption.

It might be partly due to Google's actions. The Play Store is refusing me from downloading it.
