He experienced a Wi-Fi outage on his PC while it functioned normally on his phone. He's already restarted the router and reconnected, but the issue persists—what might be causing it?

Check the troubleshooting instructions on Microsoft.com. Also, could you share the model of your wireless router and WiFi adapter?

Consider updating the drivers and verify if a USB 3.0 device is connected, which might affect Wi-Fi performance.

Avoid devices that dislike overlapping Wi-Fi IDs. Change the SSID for the 5GHz network in your router.

Consider these two actions first. Launch the Windows settings app, navigate to network, click the blue reset network button. Restart the computer and try reinstalling the driver if needed.

I might think the router's WiFi card is just a standard laptop component

Well, if things stay the same then everything should function properly, correct? Do you own a router yourself or does your ISP provide one? If not, the ISP can occasionally update its firmware. Still, go with my suggestions. Also, try AdwCleaner—it offers a simple repair feature that resets Winsock and other network settings (I’m not sure about the details). It might be useful.

The issue was merely a weak signal, so he brought himself nearer to the router.
