This section mentions extra turbo mode CPU core voltage. I interpret it as adding a top voltage on top of the standard setting—around 0.90 volts plus an additional 1.30 volts, so roughly 1.20 volts total.

0.9 plus 1.3 equals about 2.2 volts. Keep the current through your CPU low unless you risk damaging it. The highest safe level is around 1.4V, and you’ll need significantly less than that for a stable overclock.

It may assist in saving power during periods when the CPU isn't operating at full speed, though it doesn't seem particularly beneficial otherwise.
