Most background tasks run with no CPU usage. To adjust the CPU voltage, refer to your Asus X570-P manual or BIOS settings.

What RAM velocity are you using? And what SOC level works best for minimizing idle temperature fluctuations? The idle voltage surges seem more linked to the voltage changes than to temperature spikes, which are primarily influenced by SOC and infinite fabric voltage.
