8GB of RAM isn't that much, it looks like typical usage. The only options are to reduce background tasks such as phone calls, Google Drive, game bars, etc., or consider adding more RAM.

As @TatamiMatt mentioned, 8GB isn't very much. I believe we're actually shifting toward 34GB as a reasonable size. Windows will attempt to utilize the available space to improve performance when needed. Since it's not being used, that makes sense.
