another question by chance do you know if I put my base clock on my CPU to 4000 will it still fluctuate and give me more during games and less during no workload

You can simply boost the CPU speed and keep it running at a reduced frequency to conserve energy. Unclear why someone would choose this approach. Edited September 15, 2020 by TofuHaroto
