Recently, all games on my PC began stuttering and displayed laggy camera movement even though the FPS stayed high but with noticeable stutter. For instance, when the cap is at 60, it consistently hovers a few frames behind. I recorded frame times which were extremely poor, leading to clear stuttering. This issue appears immediately after launching the game, even in low-end titles. Another player on Discord examined my HWinfo logs and suggested GPU throttling as the cause, but I remain uncertain if this fully explains the problem. I suspect there might be another underlying issue unrelated to this one. I also reinstalled Windows and tried basic solutions like gsync or driver updates. Here’s a hwinfo file.

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time. What driver version are you working with?
I also resetted my whole windows and tried everything from the basic tips like gsync or drivers.
Resetting the OS doesn't do much. Might want to try and reinstall the OS in offline mode on a spare drive, manually installing all relevant drivers with the latest versions and see if the issue persists.

GPU and PSU are from october 2022. bios version 3.10. 581.42 gpu driver version.
And no I didnt reset the OS through the windows button it was a clean windows install.

And regarding the GPU hotspot, the variation between the hotspot and the core average temperature should remain within 15-20°. For instance, if the GPU temperature reaches 75°C while the hotspot hits 105°C, it indicates a potential issue and the GPU may reduce performance. The only solution is to reapply the card.
There is a noticeable area of high activity near 102 with an average GPU temperature around 84. I understand the throttling occurs at higher temps, but does this kind of throttling impact low-end games right from the start, before the GPU reaches that heat? I also have another HWINFO file while playing an older game that should run smoothly but is lagging. The GPU temp is about 60 and the hotspot is at 70. The throttling is definitely present, though it might be a separate issue but could still play a role here since it shouldn’t affect performance in such a situation.
