I recently returned to Skyrim SE after a month away. Most players are aware that BGS games limit in-game frames to 60fps due to engine constraints. Previously, I experienced steady 60fps with minimal fluctuations (usually 59-58). Now the game consistently runs at 55fps, which feels unusual since it appears capped at that level. What surprises me even more is the frequent stuttering and poor performance despite the frame rate being only slightly lower than before. I’ve kept graphics set to Ultra, yet adjusting settings doesn’t improve speed. I’ve disabled mods, reinstalled the game, tweaked the NVIDIA control panel, and tried some third-party tools, but nothing works. If anyone else has faced this issue with a BGS title or knows a solution, please let me know. I’ll share my system details below, though I’m unsure if they affect the problem. TLDR: Skyrim is stuck at 55fps, stutters heavily, and feels much less smooth than before, even with a marginally lower frame rate.

If you've already taken out all your mods, the next step is to check if reinstalling the game is an option. It will be difficult to get everything back up, but it might be better to use a mod manager like Mod Organizer 2 instead of reinstalling everything. I’ve made the switch and it’s worked well.

Thank you for your response. I've followed every suggestion you gave, but nothing seems to be resolving the issue. I suspect it might be related to a mod, so I removed all mods via Vortex and reinstalled the game, yet it still doesn't work. I'm feeling quite stuck right now.

I've added more than 250 modifications, but none change the frames except ENB. You often need to switch between windowed mode or full screen.

Dealing with Bethesda games can be frustrating, especially with Fallout 4. It often drops to around 38fps and then restarts on its own.
