High-end visuals are disabled; not used. Graphics settings: FXAA enabled, mxaa off, pop density at maximum, pop variety at maximum, distance scaling at maximum. All other parameters are set to their highest values.

He likely has a problem with the graphics driver or background tasks consuming resources, rather than the processor itself. The i5-2320 should handle the game well on an FX-8350, which uses just four cores and outperforms similar systems.

I've got identical cards, but I'm experiencing issues even with maximum settings. The CPU seems to be the problem. My i5 4690k consistently hits around 85% utilization at 4.2 OC.

The CPU might actually be the reason behind the problems, which is disappointing. It seems it's time for a replacement. Skylake should definitely be considered!

are you talking about random fps drops down to like 20's for no reason, because i experience this along with other people who have even better hardware than me and from what i have found its related to you lagging out from the server. and from my testing i have seen my internet usage drop during these times of random fps drops, and my friends are saying i'm rubberbanding like crazy.

I've experienced disconnections before too, but I believe it's just another issue rockstar has to resolve. It usually doesn't relate much to my performance most of the time.

This delay occurs occasionally (about every four hours), actually.

The estimated VRAM value in the settings isn't accurate. Check MSI Afterburner for precise usage. If under 3.5GB but performance remains poor, investigate other issues like outdated drivers or thermal throttling.
