The PSU isn't the problem; the GPU needs sufficient power and doesn't run smoothly at half speed like an engine. Performance issues are more likely due to drivers or a PCIe issue.

I have several storage devices and keep track of CPU and GPU temperatures. The GPU driver version is current. I haven’t updated BIOS or chipset drivers recently. You’re using more than one RAM stick, and the system specifications weren’t clear at first.
