Experiencing frame rate fluctuations in Destiny 2; performance is generally stable at over 80 fps, but occasionally dips to 40-50 fps while running on a 1080p display with maximum settings.

System Specifications:

Processor: Ryzen 2600 with an aftermarket cooler
Graphics Card: GTX 1080
Memory: Corsair 3000MHz 16GB (2x8)
Motherboard: Gigabyte Ultra Gaming X470
Power Supply: 750W
Storage: 1TB HDD + 250GB and 512GB SSDs

I’ll give that a shot.
It accomplished that previously, prior to the revision.
Is transitioning to Windows 7 justifiable?

Simply revert that installation change, and everything should resolve itself. Windows 10 offers improved performance for games compared to Windows 7, plus it provides access to DirectX 12 features absent in Windows 7.
