Have you considered how your motherboard manages power at its default settings? Recently, Intel has been highlighted alongside vendors discussing unlocked power limits on new boards. It seems likely that the stock configurations offer more than 4000W, often with virtually no restrictions. What is your system's performance when it's under stress?

You adjusted your BIOS settings step by step. Initially, you turned off Asus MultiCore Enhancement and enabled all limits. After that, you allowed the system to optimize itself. You then set power from Auto to 250 W and switched turbo mode off. You mentioned keeping Turbo Boost Max at 3.0. Check if any other BIOS parameters need tweaking for better performance. I think you're okay with keeping it active, just boosting performance a bit without going overboard. Others familiar with Intel might have better specific advice.
