@HuddyTheBuddy Wow I think i've found gold. Apparently, theres some issues with the latest BIOS versions from ASUS on X670E. I would test with 0805. All my ROG boards have been like this, with older BIOS versions working great and newer once getting weird issues most of the time.
That could be the solution! I plan to try the older BIOS versions. I was concerned about testing 0805 since it came out before the 7950x3D launch, but it seems the x3D chips have been confirmed for some time now. I’ll run the tests and check if it makes a difference! Great discovery if this is the reason.

Unfortunately, this doesn’t appear to be the main problem. It seems like my 7950x3D and memory are functioning properly (which is nice!), but it isn’t the source of my difficulties. I’m pleased that my processor, RAM, and EXPO are all performing well! Yet the GPU still seems to be the bottleneck. After several tests, it looks like the 4090 FE might not be being used correctly. I ran Time Spy repeatedly, and each session dropped by 500-1000 points, ending up with about a third of what others with similar hardware should achieve. The core and memory speeds seem stable, but utilization drops to just 20-30% during graphics tests. There was a sudden spike in one test—from 40-50 FPS to over 210 FPS—but it quickly returned to normal after a few seconds. I suspect this could be the issue, possibly causing its underperformance. Remembering when the 4090 had its cable problems, some suggested updating the VBIOS via NVIDIA’s UEFI Firmware Update Tool (link provided). This update was also needed for NFS Unbound to function properly. I believe this might have been the solution back then, as it helped with the cable issue and related software. Now, around that time, my performance in various apps and games dropped significantly, which is the only clue I have. I’m unsure how to reinstall the VBIOS since the tool only checks for updates rather than a full reinstall, and I don’t know what else might be causing it. Still, I’m open to any advice and truly appreciate the support you’ve given me!
