You followed the instructions from DDU to reinstall the game, but I’m still unsure what’s causing the issue. It seems like the CPU is old, but it’s not the main problem right now.

I would attempt a fresh Windows reinstall and then disconnect myself during the process. Downloading the latest release from microsoft.com. Remain offline and boot into Windows the first time. Turn off automatic driver setup. A driver will still install automatically, though not via the Windows Update channel. Once all GPU and chipset drivers are applied, you can reconnect online. You may also wish to monitor CPU temperatures; if they're excessively high, the CPU may be throttling performance.

The situation is straightforward: a CPU bottleneck exists. Upgrading won't solve the issue since the GPU remains the limiting factor.
