I’m experiencing consistently low frame rates across all games, far below the performance I expect. Restarting my PC doesn’t restore it to working condition; I’m forced to power it off and on again. There seems to be no thermal throttling detected. All hardware appears correctly installed. Despite investing at least 50 hours in troubleshooting, I still can’t pinpoint the cause. The worst issue is RDR2, which struggles most due to its demanding nature. On maximum settings at 1440p, I’m averaging around 40 FPS, whereas my specs should support roughly 100 FPS. All parts are new except the GPU, and I replaced the thermal paste without improvement. I spent around 2.7k euros over two years, yet performance remains similar to a much cheaper 1000 euro laptop. Everything is in place—case, storage, CPU, motherboard, cooler, RAM, power supply—and even switching between Windows 11 and 10 didn’t resolve the problem. I’ve shared this on Reddit numerous times but haven’t found any answers. I hope someone here can offer more insight.

Start with a quick check of CPU and GPU temperatures. Next, run a CPU and GPU benchmark using Cinebench R24 or your preferred version. For GPU, try 3D Mark or Unigene Superposition. Confirm the settings and let us know when you're ready to begin.

CPU temperature was around 95°C while GPU stayed at 77°C. The CPU was nearing its maximum temperature, but it doesn’t usually hit that high in games. It’s unclear why this would be the issue.

This catches my attention since I believe the settings menu in RDR2 has shifted over time, meaning your "max settings" might differ from what you see in some YouTube videos. It’s wise to verify your Superposition benchmarks against others using a 3090 for better accuracy.

I've verified the situation and should be achieving at least 100fps. As mentioned, frame rate matters across all games. While my GPU works well in testing, it seems FPS drops significantly during gameplay.
