Recently I changed my motherboard from Gigabytes GA-970A-DS3P to MSI 970 Gaming. My current setup includes AMD's FX-8300 OCed to 3.7 GHz, 24 GBs DDR3 @ 1066 MHz, RX 580 OCed to Core Clock: 1500 MHZ and Memory Clock: 2100 MHz. It comes with a 750 Watt EVGA Semi-Modular PSU and an EVGA CLC 280. The problem I’m facing is with my old board; it runs Forza Horizon 4 perfectly, but on the new one it starts up fine then crashes after a short loading period, showing a gray screen before quitting.

When I received the motherboard, I realized it switched from PCI Express 3 to PCI Express 2. However, after checking, I understood that a drop of around 16% wouldn't significantly affect performance since PCI-E 2 is roughly equivalent to PCI-E 3 at 8.

No overclocking changes affect the game; it only impacts system performance.

This adjustment was originally set for GTA V Online, but changing the clock values from 1366 to 1500 and 2000 to 2100 improved performance significantly.

I also increased the power threshold and voltage levels to confirm everything was functioning properly

quick update on my issue. I went into settings into apps and reset Forza Horizon 4 and reset the app which fixed the issue

The 970 chipset only allows PCIe 2.0 support. Even though it was a leading product, it would mainly lead to performance limits on premium cards rather than complete failures.
