Essentially, when I attempt to play Valorant, it slows down unless I switch to a specific mode. Both Window and Fullscreen cause lag. I'm using an AOC 240Hz 1080p display. The GPU performance drops significantly in Fullscreen and Window modes, reaching around 140-200MHz, whereas it rises to about 2000MHz in Window mode. It works smoothly in Windowed.

Windowed fullscreen behaves identically to windowed mode. The issue likely stems from window size or positioning rather than a functional difference. Does the problem continue across various resolutions?

In fullscreen mode, VSync is often enabled to prevent screen tearing. That’s why you notice issues with VSync when using it alongside VSync.

Your clock speed is dropping rapidly, which likely means the graphics driver is failing. I’d check for updates or boot in safe mode and reinstall from the newest installer from AMD. Although less probable, your PSU could be insufficient, causing the GPU to shut down—something I’ve experienced before. There are other possible causes, but they’re rare and would require more time to discuss. If the driver doesn’t respond and your PSU is functioning well, it’s best to reinstall Windows first. P.S. If you have any overclocks enabled, revert them to the default settings.
