I'm not sure how reliable this information is anymore. For example, Battlefield games have been optimized for multiple cores for years. 2042 brings my old 7900x close to 80% utilization, while my 7800x3D is nearly at full capacity. (4K with 4090) New World, an MMO, performs similarly. Cyberpunk isn't the only one and it uses less CPU compared to the others I mentioned.

Numerous games require heavy CPU processing. However, most don’t fully leverage multiple cores effectively. Perhaps my data isn’t entirely current. Nonetheless, my point about potential CPU limitations even at 20% usage remains valid. I’ve updated my earlier remark.

I've resolved the problem. Disable the performance monitoring and relish the experience.

Absolutely, it's okay to keep an eye on performance occasionally, but some players get caught up in it and lose sight of enjoying the game.

well, look im not saying there isn't an issue, even though i think there probably isn't, just going from the evidence we have, your system does "perform super well". also keep in mind many current games have massive issues and aren't optimized well at all. so yes your expectations are probably too high, you should instead try lowest settings first, and then see what you can set higher without losing too much performance, also so you learn what your pc is capable of and what it's not capable of... again, im not saying there can't be issues, im just not seeing it with the evidence you provided. lastly make sure *all* drivers including bios and chipset are up to date, that's especially important for newer systems.

By the way, if your GPU doesn’t consistently hit 100%, it likely points to a CPU limitation—this is usually an area where performance can be boosted.
