Do you have the newest drivers installed? What are your temperatures like? Also, consider disabling VSync if you can.

yep, i have latest drivers. GPU temps never exceed 58 celsius and CPU never exceeds 65 celsius. Tried turning off vsync and framerate did not improve at all
