When an opponent freezes, it often indicates a poor internet connection. The ping value you see during CSGO should fall within the lower range of the scoreboard.

He doesn’t stay in one spot, he’s shifting smoothly at 30-20 frames per second. I’m confident the connection is solid. In-game latency is around 20-40 ms. Thanks for clarifying!

It might be related to frame syncing problems. I experienced this in Red Dead 2 too. I often enable VSync for stability, even though the game can run at 81fps and feel sluggish. Sometimes disabling VSync improves performance. Try adjusting that setting and observe the results.
