I didn’t check your message before I replied, but turning off XMP might help too. Still, I’m wary of the voltage readings—what I know is unusual, and the 50mV drop below what the CPU expects could be causing this kind of performance drop. It seems like a negative voltage offset or an LLC that isn’t strong enough. Usually, a weaker LLC helps with regulation, though PBO can complicate things.
I completed a full rebuild of the PC, swapping out thermal compound and reassembling it. After that, I installed BIOS 3810 and reset the CMOS. I didn’t modify any BIOS parameters, sticking to the default values. Here are my updated Cinebench and 3DMark results: https://imgur.com/a/vB86dmu. The CPU performance improved noticeably—even with RAM at 2133 MHz! I plan to adjust BIOS settings later if time allows.
