Currently, Fraps doesn't show a non-performance drop in FPS when using it. It primarily tracks actual frame rates during gameplay.
Steam includes an option for games with overlays, while MSI Afterburner provides its own OSD feature.
steam has built in, many games have their own fps counter built in as well. aside from that, theres also "evolve hq" which is basicly steam without the games, and among other features it has an fps counter. (personally dont like it tho, its a bit too much overly attached)
