Hey, I have a 1700x at 4ghz 3200 ram and a 1080ti im getting round 120 fps which is fine but there are a lot of people on YouTube getting around 250 fps land I don't no why I am not iv tried running the game in the lowest settings too and it has no impact gpu Usage is 30 percent and highest thread usage is 78 percent

They might be using a higher resolution than 1920x1080p but still keeping the frame rate at 200+ fps. Check if the video limits its frames.

However, a 1080 Ti wouldn’t be able to keep up at 1440p since people are managing it more efficiently than I am with less powerful hardware.

There’s a lot of physics and effects in D3, so it might be your processor struggling with the heavy workload. Would you have enabled an unlimited frame limiter?
