I installed the new monitor and connected it properly, then started CSGO. The performance was around 40 frames per second out of a maximum of 300 FPS.

Did you opt for HDMI? Perhaps your latest display handles reduced refresh rates via HDMI. Another aspect to verify is the NVIDIA control interface. Could your computer have configured the monitor to operate at a lower refresh rate?

Used a DisplayPort 1.2 and had friends assist last night, but the frame rate stayed at 40 instead of the expected 200.

What's your latest screen? If VSync is active, switch it off. Also, verify the refresh rate in your monitor's display settings.

You’ve enabled V-sync and G-sync yet performance remains low. You tried lowering the refresh to 144Hz and 60Hz, but still only about 30 FPS in CSGO.
