Hello, I'm dealing with an issue on my Dell Latitude e7450 using an i3-5300u and Intel HD Graphics 5500. Recently, when my GPU usage spikes, the CPU slows down to around 1.3-1.7 GHz and the system utilization hits about 50%. I suspect overheating or throttling, so I cleaned the laptop, applied new thermal paste, but the problem persists. It seems my power adapter might not be delivering enough power, possibly because the CPU struggles when GPU usage is high. In games like War Thunder, my CPU speed drops to normal (around 2.7 GHz) and utilization stays above 90% during low-medium GPU scenes, which is typical. But when switching to high GPU usage, the CPU speed drops again. The more puzzling is that before this, my laptop ran smoothly with high CPU and GPU usage simultaneously. Now I notice stuttering and suspect the same issue. Before, I had 35-40 FPS in War Thunder, now it's only 20-25 FPS. What should I do to get back to the previous performance?

This situation hasn't occurred before. Since the power budget is split between the CPU and iGPU, I anticipate increased GPU usage will slow down the CPU, or vice versa. The PSU is a potential factor too—you'd typically notice battery drain while gaming and connected.

This definitely hasn’t happened before; the temperature is around 70°C. I’m not sure what’s stopping my CPU from reaching full speed. The issue just appeared suddenly.
