Intel I9 13900K 3.00 GHz Asus ROG 4070 connects to one monitor (1440, 144 max FPS). Asus 3080 links to another (1080, 60 max fps). Both units are exclusive to a single monitor through HDMI 64 GB DDR5 (Corsair Dominator). Please note neither component is overclocked. I haven't encountered any issues.

Description of problem: The performance varies between monitors. On the main screen, games run smoothly. On the secondary display, frame rate drops noticeably to around 10-20 FPS when switching focus without clicking. Clicking brings it back to normal. If the game is in fullscreen and exclusive, moving the mouse away causes the drop. Switching tabs with Alt-Tab restores expected rates even during simultaneous Discord streams.

Possible cause: Windows settings or registry entries might be limiting CPU usage to only the active window or application. Similar issues have been reported with dual cards on older graphics cards, hinting at a hardware constraint. This pattern also appeared when using different cards and arrangements.

Previous experience: Before buying the 4070, I used the 3080 as primary and 1080 as secondary, facing the same problem. I attempted to swap card positions on the motherboard without success. I haven't tried moving the 4080 to the secondary slot, but I doubt it would help.

What I want to know: Is there a way to adjust system settings so that both cards handle CPU requests equally?
