Yes, I just reinserted them both and nothing altered. We considered the issue from the PSU but every connection is safe and the PSU isn’t modular. I just tried it. No changes were made. There’s one in %SYSTEMROOT%\Minidump, but not in %SYSTEMROOT% itself. Should we consider resetting the PC? Update: We performed a complete reset, reinstalled Windows and the issue persists... definitely hardware problem. (right?) Now we need to figure out which component is faulty.

I agree it's likely a hardware issue. Based on the unusual clock speeds you're seeing, the motherboard or power supply unit might be the problem. You could use HWInfo to check voltages and temperatures on your motherboard for more details. If possible, reach out to support for the motherboard or PSU and consider an RMA if it's under warranty. A new PSU could be simpler than replacing the motherboard, especially if you already have one available.
Consider installing only the driver for Adrenalin. Begin with a DDU in safe mode to clear any existing display drivers.
This problem persists even after a fresh installation of Windows.
I’ve swapped the mainboard with a fresh identical model (yes, it took an incredibly long time due to some issues). Unfortunately, the issue doesn’t appear fully resolved—it’s still not as severe as before. The lag spikes persist, though they become less frequent after longer sessions or heavier use. The League no longer triggers them, but Destiny 2 does. I’m considering a CPU swap, but first I’d like your thoughts.
That's weird that it improved it, but didn't fix it completely. I mean, if I understand the situation correctly, there's literally not much else you can do. RMA the CPU or PSU, right? You could check HWInfo for CPU voltages and see if they're really wack or something. Might indicate it's the PSU? That's be one of the weirder PSU failures I've seen. Myself personally , I would probably RMA the CPU just because of how not-often I see PSUs go bad. Maybe someone else has another suggestion or test you can run.
