I just restarted the computer, reinstalled drivers and Windows updates, but the FPS in Witcher 3 keeps dropping. This wasn’t an issue before anyone found a solution.

In the Nvidia control panel, verify you're running at high or maximum performance settings. Review your Windows power management options as well. It might make a difference.
