Hello, I own a Razer Blade 15 with Core 17 and 1650ti. In games I see over 120 fps, but my monitor drops to around 8 fps or less. When using an external HDMI display, the performance is even worse.

What kind of screen are you using? It might be related to the refresh rate. I connected my PC to your Samsung NU8000 TV, which supports 120Hz. The games claimed high frame rates, but it felt very low. Turns out I was limited to 30Hz. For some odd reason, enabling HDR unlocked both 1440 and 120Hz options, making a big difference. Still unsure about the 99% reference.
