I enhance my gaming performance using GeForce Experience, frequently receiving suggestions to run games at maximum settings. However, I still experience stuttering or frame drops, particularly with titles such as Call of Duty Modern Warfare. Do you have any troubleshooting tips?

It’s probably your memory because of two factors.
AMD processors perform significantly better when using dual-channel configurations and benefit from RAM with speeds of 3200MHz or higher. I recommend purchasing a 2x8GB 3200mhz Dual Channel RAM kit.

The reduced processing speed leads me to suspect a potential problem with your drivers or chipset, possibly related to overheating.

My primary concern has consistently been my RAM, because my computer often experiences a performance dip shortly after running demanding games. I’m uncertain whether overheating is a factor, despite the fact that my fans aren't operating at high speeds—though I suspect this isn’t the only indicator.
