Ensure you have the .iso file ready or extracted in an empty folder. Insert the USB stick, launch cmd.exe with admin privileges (right-click and select "As Administrator"). Execute the necessary commands to transfer files from the extraction folder to the USB drive. After rebooting, configure your system to boot from the USB, as this differs between machines. For your HP laptop model F9, consider using BIOS settings or F12 to enable USB booting. Remember, if the setup requires restarting after installation, remove the USB once it’s finished. Good luck!
