Based on your setup, tier D should suffice. Your current configuration with the MSI B450 Mortar Max looks adequate for your needs. The MSI B450 Pro-VDH might be a better option if you plan to upgrade later, but it’s not necessary right now. Both boards are available locally.
It's odd that tier D reaches the 3700X while tier C caps at 2700.
It's normal for Zen+ to deliver higher performance per core compared to other options. It's essentially a boosted version of Zen.
The Pro-VDH Max works well with both the 3700X and 5800X models. Keep in mind that the Pro-VDH V2 and regular non-Max versions have inferior VRM compared to the Max, but they still suffice for these chips at their default settings. Edited April 10, 2021 by Haro
