What CPU do you have ? If it's only pcie Gen3 there's more chance for a bottleneck coming from the CPU...

PCIe lane configuration doesn't show much variation. The 4090 only slightly differs from other models. What processor is it? PCIe 3.0 usually indicates an older system, which might mean the CPU could be a limiting factor depending on your tasks. A bottleneck isn't inherently problematic as long as basic performance requirements are met.

I understand there may be a bottleneck with the CPU. I plan to start by upgrading the case, power supply, and GPU first. After that, in about a year I’ll upgrade the platform CPU and RAM. My current CPU is an i5 9600KF and I have a GTX 1660.

Many people overthink delays. With your planned platform upgrade in about a year, it's best to purchase the new GPU right away.
