Yep, and why i just added it second as it was a long shot. I did not check his mobo, i just provided info that might be useful. I did not know they had totally stopped production of 8x lanes almost. I cannot be upto date on all info. Thus why i just told him to check.. All this wall of text that has little to do with the OPs question cause i have to defend myself..
Yes, it's not showing up. Check the first image of the original post. x16 option would imply no bifurcation so that option should be there. Maybe B650 bios only have Auto Mode for that. Also there is no PCIEX16_2 Bandwidth Bifurcation Configuration option. Instead there are PCIE x8x8 mode, RAID mode and GPU with m.2 storage mode. I understand that they are for using M.2 storage expansion card. I didn't know that GPU with bult in M.2 slot existed.
You're likely sharing lanes with the M2 chip. It seems you probably don't have any SATA drives installed, since those connections can also cause issues depending on the chipset. Removing the M2_2 should boost your GPU performance to 16 times its usual speed. This is similar to why my GPU runs at 8 times faster with four M2s instead of two. It's not a BIOS setting on these boards, but ASUS uses a lane-splitting design that you can't fully control based on your RAM configuration.
