My brother recently caught a virus on his Samsung tablet (Samsung Tab 2 7.0) supposedly from the Cheshire police. I recognize this as a malware since I've dealt with it before and successfully removed it. The issue involves the tablet becoming locked unless it's in safe mode, which prevents any other actions except viewing the message demanding payment. I'm curious if anyone here has experience in eliminating it.

Get a collection of antivirus apps from the Google Playstore, then run a complete system scan.

It’s really hard to understand how someone could catch a virus on a tablet.

Absolutely not. It's frustrating when someone has a virus, but we should handle it calmly and professionally.
