They offer a 3-year warranty, and since I purchased it in December 2016, I believe I'm covered. I was also considering adjusting the stock voltage and GHz settings to possibly revive it. Additionally, loading only via USB with Windows seems to trigger the BSOD.

I thought the bios were set to defaults so the stock voltage should already be there, but you're right you can try anything. It should boot as if the board was brand new. If it doesn't load with the default bios, that suggests possible over-voltage damage rather than just minor issues. It's likely the situation is worse if it won't start even with a USB drive. You've changed the dimmers, motherboard, power supply, and disk—so it seems reasonable to stop at the software level, possibly causing more harm by overvolting the CPU.
