I previously had a 1x8 GB stick with 2666 MHz RAM and upgraded to a 1x16 GB stick at 3600 MHz. I removed the old one and installed the new, then checked the BIOS settings to confirm the speeds. It was set to auto but stuck at the previous 2666 MHz. After some tries, it wouldn’t boot Windows at 3600 but worked after lowering it back to 2666. I’m using a Ryzen 5 3600 and an ASRock B450 Pro 4.

Ryzen requires dual-channel RAM for optimal function; using a single stick won’t resolve your performance problems. Consider a 2x8GB package. Regarding your question, what model are you using? It might be a low-quality or timing-issue model. A kit is worth the investment as it prevents up to 50% CPU slowdown with a single stick. The price is reasonable.
It isn't possible to change this situation since I purchased it at a discount from an online seller. My location has strong enforcement of consumer rights, similar to how speed limits are strictly followed on empty highways in other countries. If the existing setup won't meet the advertised performance, I'll remain limited to a 1x16 stick.
The other comments are accurate. It seems you're having trouble. You might want to test 3000 Mhz or 3200 Mhz and check if it works. Both are still pushing the RAM overclocking. You could likely get it to run at 3600 Mhz, though it's a bit of work. Zen 2 is more sensitive than Zen 3 in this regard.
Dual channel at 2666 performs significantly better than single at 3600. Just apply this and add 24gb of RAM.
