Usually you'd receive a motherboard with an integrated switch. Connecting it is straightforward—just attach a momentary switch to the power switch pins.
I removed the front I/O from an old chassis that includes the reset, power, HDD, and power LEDs, and simply plug it in whenever I need to jump-start a board more than once.
These aren't commonly available these days. The best places to look are on Aliexpress. The only US brands still producing them appear to be Primochill, but they tend to be quite costly.
Why not rely solely on the power supply switch? Or perhaps the one on a power strip. For testing motherboards, I often employ a straightforward front panel remote wire like this:
