Could the elevated CPU or graphics card temperatures be the issue?
Nope. Temperatures are okay.
Update: Changed the GPU to the old one and the SSD to the HDD only. The HDD is making noises suggesting it might fail soon, but my PC is running normally without any stuttering. It seems the SSD or the new GPU is the issue. I plan to replace the GPU with the new one in a few days to check if the SSD is responsible.

Ensure you completely removed the outdated graphics drivers before setting up the new GPU and its drivers. Skipping this step might retain the previous GPU's trace ID, leading to complications. DDU is an excellent tool for safely clearing drivers in safe mode.
