Not having many ideas, actually. When you open msconfig, click Start, but basevideo isn’t selected? (It shouldn’t be.)

It's quite unusual. Don't assume the issue comes from a faulty monitor. I'm not sure if the GPU is the problem. My experience was similar with audio interfaces and monitors—had to change drivers initially. This was due to varying sampling rate settings in Windows and another program. That doesn't seem to explain your case at all; I believe. Also, since this happened after a fresh installation, any third-party software can be excluded. Curious, is it really a 4K monitor? Do you have multiple monitors set up?
