I updated the CPU, motherboard, and RAM, but my PC still won’t start. The Windows Boot Manager is listed first in the boot order on my M.2 drive. My system details are: ASUS Prime Z790-P Wi-Fi, i5-13600K, 4060Ti, 2x16 DDR5 TeamGroup Delta, PSU 550W (possibly the issue), and the BIOS is up to date. Previously, with an i5-10400F, I had to slow down the RAM and TeamGroup settings for it to function. Now, without the graphics card, it doesn’t boot at all. In BIOS, I can boot to Windows via the Blue Screen, but it won’t install itself. After a clean install, I still need to manually enter BIOS and select the boot manager for Windows to proceed.
I was able to complete the clean installation, but each time I try to boot Windows I have to follow these steps:
1. Power on the computer and see the black screen.
2. Press the power button to force shut down.
3. Restart and it shows a safe mode screen.
4. Press F1 in BIOS to enter setup.
5. Navigate to Advanced > Boot and choose the M.2 SSD boot manager.
6. Windows will now boot successfully.
In another attempt, I ran Cleaner to fix the registry and it resolved the problem.

Did you reinstall the operating system after deleting all partitions on the intended installation drive? Were all other drives disconnected before the OS installation? Where did you obtain the installer for the OS?
psu 550w (maybe this is the issue?) and my BIOS is running the latest version. What BIOS version are you using? What is the make and model of your storage drives? The 550W is the advertised power rating, but what model and age does it have?
My previous configuration was an i5-10400f with 2 Corsair RAM modules and 2 TeamGroup cards. I had to slow them down for them to function properly.
Avoid mixing different RAM kits. For troubleshooting threads, it's best to share your full system specifications. Please list them clearly, such as:

Also include the age of the PSU and the current BIOS version for your motherboard. Since you're upgrading your platform, we'll compare before and after your specs.
After I reinstalled Windows, the system confirmed I needed to and offered a choice between keeping my files or performing a full reinstall. I chose to keep my files, so I retained my documents and downloads, though all apps, games, launchers, and settings were reset as if a new installation occurred.
The installation process began from the blue screen of Windows and I decided to retain my files. BIOS version 1661, CPU i5-13600k, cooler MSI MAG CORELIQUID 240R V2, motherboard Asus PRIME Z790-P WIFI, RAM Team T-Force Delta RGB 32GB (2 x 16GB) DDR5 6000mhz, M.2 INTEL SSDPEKNW512G8, SSD Samsung SSD 870 EVO 1TB, GPU NVIDIA GeForce RTX 4060 Ti, power supply Gigabyte P550B 80+ bronze (bought about 4 years ago), and a DeepCool CH560 ATX Airflow case were used. OS is Windows 11 Home Version 10.0.22631 Build 22631. Two monitors were installed: MSI Optix MAG274QRF-QD 27" Wqhd 165Hz IPS and an Odyssey G32A 27" FHD 165Hz 1ms. Thanks for your assistance.
