The PC will start when I connect the power outlet, but not immediately after pressing the power button. It doesn't always work. Sometimes it happens after the PC has been running for a while and then turned off, but later the plug is reinserted. If I leave the PC unplugged for about 10 minutes, the start-up when the plug is connected doesn't occur. No other PCs have experienced this issue, so it might be a power supply problem, though I'm not sure. Any suggestions would be helpful.

Thanks for the suggestion. However, while reviewing the BIOS and the manual for this old motherboard, I couldn’t find any specific mention of a restart power failure. It’s a GeForce6100PM-M2 board paired with a Sempron CPU, running Windows XP. It’s quite outdated.
I’ve been removing one by one the various front panel connectors, but it doesn’t seem to help. Maybe there’s a short circuit or something similar. I’m sure the power supply is fine since I swapped in a relatively new unit that works perfectly.
Aside from issues with the motherboard itself, I don’t see any other clear causes for this problem. If there are other potential reasons, I’d like to investigate further.

I might be the source of your power issues. I have computers connected through a KVM switch, and if we power down three of them at once, only one tends to restart while the others stay off. These devices aren't configured to reboot automatically after a power failure.
Try disconnecting the computer from the wall immediately after use. While unplugged, press the power switch for 20-25 seconds, then plug it back in. Does it power up instantly or require you to activate the front panel switch?
I suspect the issue might be related to the capacitors in the computer holding a small charge longer than the others.
