It's likely the issue is with the cable. I’d verify by connecting the PC directly to the router with another cable to rule out a PC network adapter problem.

I just spoke with my ISP and they had to walk through everything. They suggested things like restarting the PC, unplugging the router for a few seconds, and then explained how my computer is new and I have gigabit ports. I kept emphasizing that my cable might be damaged and limited to 100mbps, which matches what I’m seeing. They mentioned it’s most likely a Cat5 cable, which I identified as Cat5e since it was the one next to me. They said the cable is only supposed to support 100mbps, so if I wanted faster speeds I’d have to get a new one. They offered to run a new cable but insisted it would cost more. They also told me it would be cheaper to buy my own Ethernet card online, but they installed it anyway. They said the router was already reporting the speed and suggested downgrading me back to 100mbps if I wanted it. I was pretty sure it was the cable, since the router was showing the correct speed and I could see the label. I also think Cat5e can go up to 1Gbps unless they’re using some unusual cables.

Cat5e supports up to 2.5 Gbps, which means it should handle Gigabit easily. If your ISP's support team is similar to Comcast, they often lack proper training and focus more on sales than actual troubleshooting. My aunt experienced problems with her service, and Comcast pushed her toward switching from T Mobile to them for mobile phones. They seem more concerned with making a sale than providing real help.
