You can safely power off the PC once the Windows installer restarts it. The USB is no longer needed to complete the installation. However, if you wish to install drives manually, you must set up your own offline account. Install the required drivers, then configure Windows in audit or OOB mode. When the customer powers on the PC, they will be greeted with a setup for their user account and network connection.

On the screen, press Shift F10 to open the command prompt. Then enter shutdown -t 0 and the machine will shut down smoothly. You can also go to Explorer this way—install drivers or run start ms-settings if needed. I use it whenever I set up a PC for resale.
