I just reinstalled Windows 11 from the official site and my computer keeps having problems. When I press Shutdown in Windows it restarts or loops endlessly with fans and lights on. Sometimes it goes into sleep mode but can't be awakened. This hasn't happened before; it only occurred during a fresh installation. I reset the BIOS, did another W11 install, and re-seated RAM/GPU, yet nothing resolved the issue. What might have gone wrong?

Have you attempted to play Win 10? On Windows, a BIOS update could be missing and might not install properly. Consider updating the BIOS even if it's already current. Would you like me to list your PC's specifications?

It occurred with Windows 10 and Windows 11 after fresh installations. The solution that helped is reinstalling without a Microsoft account (using a local account only). It seems to be a bug, but Microsoft hasn’t addressed it yet.

I performed a clean installation offline. Upon first login, attempting to power off causes the system to restart again. Unclear what’s causing this issue.

I think there might be an issue with your installation drive. I'll test with a different USB stick and regenerate the setup. Occasionally it occurs.
