Electronics seem puzzling in their behavior. They fail sometimes. You examine every component and run tests. It’s simpler to insert his CPU into your setup and check it. If the board doesn’t respond, it’s probably faulty. Try swapping the PSU and see if that works. Working? The board likely needs replacement. Use this same approach for the video card—so you don’t have to tighten all the screws on the mainboard until you file a return request, if needed.
I’m feeling quite upset about this first PC setup. Every problem that pops up makes me regret accepting payment I didn’t request. It’s just the most unusual case I’ve ever encountered. The BIOS update, faulty PSU, weird HDD, broken case fan, and network adapter issues all added up. There were many problems, and for a new build it was really challenging. All parts were new, and I tried to be as careful as possible, but things ended up being destroyed. Still, thank you for your help even though it didn’t work out.
